The City of Kingston, in Ontario, Canada, is introducing a new special constable initiative aimed at strengthening public-safety services and enhancing transparency. Pending approval from the Solicitor General, five members of the Licensing Enforcement Services management team will be appointed as special constables by the Kingston Police Services Board, working alongside by-law officers on municipal property to deliver faster, more coordinated responses. Oversight will be maintained through a three-tier governance model involving the Board, the City, and the Inspector General of Policing, ensuring the program supports—not replaces—the work of the Kingston Police. Training for the first group will begin this year, with full rollout expected by mid-2026.
