Volunteer Sheriff's Deputy was first to raise alarm on foreign national later arrested after failed attempt to purchase a firearm.

The Deputy had noticed Bharwad “exhibiting strange behavior at a local church.” and reported that it appeared he was “attempting to survey various rooms inside the church.
