WATCH: Dr. Iain Britton Examines Why Special Constable Numbers Keep Falling

The future of the Special Constabulary depends on more than simply recruiting new volunteers, it requires fundamentally rethinking how volunteer policing is designed, supported, and sustained.

In a thought-provoking presentation, captured by PolicingTV at the Metropolitan Special Constabulary Conference, volunteer policing researcher Dr. Iain Britton examined the long-term decline in Special Constable numbers across England and Wales while challenging common misconceptions about why those numbers continue to fall. Drawing on national recruitment data, volunteer surveys, and decades of research, Britton explained that while morale and satisfaction among many serving Special Constables remain encouraging, recruitment has declined dramatically, creating the greatest challenge to the future of volunteer policing. He argued that reversing the trend will require police services to broaden recruitment beyond traditional demographics, create more flexible volunteer opportunities, improve retention, and better integrate volunteers into modern policing strategies.

Rather than viewing the shrinking Special Constabulary as inevitable, Britton's research presents a roadmap for renewal, one that recognizes volunteer officers as an essential component of community policing and the future of public safety.
