Singapore's Volunteer Special Constables Become the Eyes and Ears of Their Community

Singapore’s Volunteer Special Constabulary continues to show the power of community-based volunteer policing, with officers from Bishan Neighborhood Police Centre teaming up with VSC volunteers for anti-crime patrols throughout the neighborhood. The joint patrols bring together regular officers and trained volunteers to maintain a visible presence, deter criminal activity, and strengthen connections between the police and the communities they serve.


The partnership is a strong example of Singapore’s approach to integrating volunteers directly into community safety efforts. The Singapore Police Force describes its Volunteer Special Constabulary as an extension of the Force, with volunteers helping to promote and ensure the safety and security of the community. VSC officers come from a wide range of professional and personal backgrounds and receive formal police training before being deployed alongside regular officers.


The VSC Community model is particularly noteworthy because it places volunteer officers directly into neighborhood-level crime-prevention and community-engagement activities. Rather than simply serving as additional manpower, these volunteers become familiar faces within the communities they patrol, helping strengthen public awareness, vigilance, and relationships between residents and the police.


For VLEOA, Singapore's model provides an important international example of what can happen when volunteer law enforcement is purposefully integrated, professionally supported, and given meaningful responsibilities.
