The global volunteer policing community is celebrating a historic milestone achieved by Dr. Ashley Frayling, Chief Officer of the Devon and Cornwall Special Constabulary and a valued member of the Volunteer Law Enforcement Officer Alliance (VLEOA) Advisory Board.
In 2024, Dr. Frayling became the first female in the history of the Devon and Cornwall Police Special Constabulary to attain the rank of Chief Officer, marking a significant achievement not only for the Special Constabulary, but for volunteer policing as a whole. Her accomplishment reflects nearly two decades of dedicated service, leadership, and advocacy on behalf of volunteer officers throughout the United Kingdom.
Beyond her service with Devon and Cornwall Police, Dr Frayling is a senior lecturer in Social and Political Sciences, Philosophy and Anthropology at the University of Exeter. She is also widely recognized as one of the leading voices in volunteer policing internationally. As a member of the VLEOA Advisory Board, she has helped advance professional dialogue surrounding the recruitment, development, and integration of volunteer officers into modern policing strategies. Her career serves as a powerful example of how volunteer officers can rise to positions of significant leadership and influence while continuing to strengthen the relationship between law enforcement agencies and the communities they serve. This historic achievement underscores the professionalism, commitment, and impact of volunteer policing and highlights the vital contributions made by Special Constables around the world.
